  6. To make syrup.combine sugar & water in a small pan.stir constantly over low heat,until sugar has dissolved. Bring to boil,reduce heat & add the rind & juices.simmer without stirring,uncovered for 20mins remove the rind & cool the syrup. Add orange flower water(optional).
